Register your pool or spa.

The first step is to register your pool or spa.

Your council will request specific details to register your pool, please check your local councils website for more information.

After you’ve registered your pool, you will receive a letter from the Shire confirming the next step, this is when you contact me, a qualified surveyor.

The letter will include details of when your pool or spa was constructed and the due date for lodgement of the compliance certificate.

Get your pool or spa barrier checked by a qualified surveyor.

Now you have your letter and you have made an appointment with TSB Inspection to ensure your pool and spa is up to regulation, it’s time to make sure your pool or spa is compliant.

I will thoroughly inspect: 

  • Vertical gaps in the pool fence
  • Gaps at the bottom of the pool fence
  • Strength and rigidity of barrier
  • Any immediate dangers
  • Pool fencing must be a minimum of 1.2 metres high
  • Pool fencing must have self-closing and self-latching gates
  • Climbability and foot holds on or next to barrier and boundary fencing and objects close to the fencing
  • Access to pool and spa area must be child-resistant
  • Clearspans to barriers relevant to specific Australian Standard

After the inspection your TSB Inspector will discuss with you the initial findings on site.

We are happy to talk through and provide you with guidance on recommendation & solutions for you to efficiently act in accordance with to Victorian regulations if necessary.

Undertake required works to make the pool and spa barrier fencing compliant.

From the detailed report you may be required to undertake work to make your pool or spa barrier fencing compliant.

While you are undertaking the required works, you can call the team at TSB Inspections for recommendations & solutions to help get your pool and spa satisfactory. 

Keep in mind, standards vary according to the date your pool and spa was constructed.
The construction date also determines the date by which the barrier fencing must be inspected and certified.

Once you have completed the required fixes, call TSB Inspection to book a free reinspection. That right, we provide one reinspection at no cost to you.

Have your pool and spa barrier certified.

Once any non-compliance items have been rectified and your pool or spa barrier fencing is satisfactorily assessed, TSB Inspection will provide you with certificate of compliance.

This certificate is yours to lodge it with your local council.

Please make sure you complete this by the relevant date (which is listed on your registration letter from the Shire).

Your barrier fencing must be Inspect and certified every 4 years.

Process and service details

It is now mandatory for owners of land where a swimming pool or spa is located to register their pool or spa with the relevant council.

Pool and spa owners are now also required to obtain and lodge compliance certificates for their safety barriers.

Swimming pools and spas that are capable of holding more than 300 mm (30 cm) of water need to be registered. This includes permanent pools, above ground pools, indoor pools, hot tubs, bathing or wading pools and some relocatable pools.
Relocatable pools that do not consist of multiple components and do not require any assembly are not subject to the barrier requirements. An example of such a product is a small inflatable pool that requires no assembly other than inflation.

Above-ground pools and spas, including relocatable and inflatable pools that are capable of holding more than 300 mm (30 cm) depth of water and require assembly on site.
indoor pools and spas

Inflatable swimming pools (typically toddler or wading pools) that cannot contain a water depth greater than 300 mm (30 cm).
